Perhaps you are not aware of the classic definition for a 'protest vote' --- that is when one wishes to make a point with the vote (in this case, that if we are truly serious about the war, we should budget for it --- not merely run up bills 'on the national credit card' for the kiddies to pay), but the vote has no chance of altering the momentum behind the main proposal.

Bush wanted to have his cake and eat it too --- have his war on Iraq without requiring the nation to buckle-down and get serious about it... and without raising taxes or cutting wasteful spending in an election year.
