Israel was in control of almost all, if not all, of the Sinai and settlements had been built there.

Wrong. The U.S. was in control of the whole area. The U.S. bailed Israel out in 1973. After realizing that Egypt was a true military power, Israel changed its mind and accepted Sadat's peace deal that Israel had rejected in 1971.
