Any US dollar invested abroad creates on average about $1.12 value domestically and $0.33 abroad.

I suppose there are 3 ways these numbers could be interpreted :

1. $1.12 - $0.33 for $1 invested
2. $1.12 + $0.33 for $1 invested
3. $1.12 for $1 invested (the $0.33 does not come back to US)

Not being an economist, I am not sure which is the correct interpretation.
