Irrelevant? There aren't enough troops of any established government in Afghanistan. At least 1/3rd and possibly every part of the country to the outskirts of Kabul is too dangerous for NGOs and the UN to be in.

Karzai is always in danger of being killed and the warlords pretty much pooh pooh him as they go along their merry way. That's order?
