You're assuming that investing $1 in the US would give the same returns. You're also assuming that US entrepreneurs are too stupid to realize that.

I, on the other hand, assume that US entrepreneurs are smart enough to figure out how to get the best return on their investments.

But without data, it's a guess on both our parts.
