Saudi Arabia isn't all that much bigger, in terms of population. The model could work.

too much "nuance" leads to standing in the middle of the road trying to explain why you can't get to the other side, until you are run over by a logging truck.

Too little nuance leads to closing your eyes and running across the road. That can even work, a few times, depending on the traffic level. That doesn't make it smart.

We need to keep the terrorists on the run, and cut off the money.

I agree. Unfortunately, the sums of money involved are actually pretty trivial. It will be hard to prevent them from getting anything.

Military action can keep them on the run to some extent, but it's far too crude and far too easy to avoid.
