Re my shoulda woulda couldas ... getting one eye off the rearview mirror to watch what's ahead, I feel that had the Bush government made (some) use of the State report it would make a great argument these days in the sense of due-diligence. Seems however, they wiped it off the table to make room for target maps instead.
