It needs to be met with greater terror. So, whoever is the biggest terrorist is the winner? Sounds like a recipe for disaster. The Human race has had so many of those, and they just keep getting much bigger all the time. The extremists have been poked in the eye with the burnt stick, and now they know the Western governments mean business. Time to pull the air force bases out of SA and remove the reasons why they would want to attack us in the first place imho. Reduce the Western nations dependance on oil, and the nutballs are really on the run as I see it. Comments like the "greater terror" just make Bush's words look so completely empty of any meaning. No morals, no nothing.
