Perfect timing on Kerry's part. He can continue to relax while Bush's own take him on. Rice refuses to testify so that Clarke can.

Why do you think Kerry has to respond? Besides, the incumbent traditionally performs his duties until the convention. But peculiarly, Bush has started campaigning and strangely by attacking Kerry instead of defending his record. He is exposing his areas of vulnerability.
