kumar...Even FDR didn't intend that Social Security pay for everything in the world, for everyone in the world. Here is a brief history of SS from their site. You will see over the years, what group was added, and remember that from 1994 backward 40 years, that Democrats were in control of both houses of Congress. Even FDR in his wildest nightmare, couldn't have forseen that we would include immigrants (refugees and illegal aliens) in the program...!!! The original program was designed for workers ONLY....Look at the changes, and additions, by year at the bottom of the link. ssa.gov
