If they wanted to appease, they would have said "No" to any involvement in Afghanistan too. They haven't.

The Spanish people were opposed to the Iraq war even a year ago. But still they were agreeable to let the ruling party have a second chance. When the attacks took place and the ruling party tried to weasel out of it by blaming the ETA, it was too much for the voters. They got in the opposition party, which was also opposed to the Iraq invasion a year ago.

So nobody appeased, nobody surrendered. Somebody lied and the people made sure the liars lost in the elections! That's about it.
