No Carter didn't create that shortage OPEC did. This time around though government has to take some responsibility. Abandoning fuel economy standards sure comes to mind. This administration has encouraged consumption of oil through policy. It has benefited only 2 groups. One is big oil which gives them financial support. the other is oil states that sponsor terrorism with the easy dollars they get from our oil dependency.
