Because under Bush the terrorists didn’t strike us before 911. (duh) Bush had only been in office 7 months, barely enough time to get an idea of the pervasiveness of the threat.

Why couldn't Bush strike Al Qaeda as soon as he got into office? Bush had immediate access to all inside information about Al Qaeda, including many reports stating that the threat was imminent and pervasive. Did you miss Richard Clarke's recent testimony?

Or, it was a tool to remove the Soviet occupation of Afghanistan. Now it is a tool to remove the occupatiers from Saudi Arabia, Palestine, Iraq, etc.
