You are reading your own wishes into the resolution. Of course, the Congress supported the administrations diplomatic efforts. But the resolution's authorization to use force was explicitly on the Presidents determination. Though you would like the resolution to have required UNSC approval as a condition for going to war, the resolution DID NOT make such a requirement.

The idea the UN should have gone back again and again to the UNSC is silly. France stated explicitly they would veto any UNSC resolution authorizing the removal of Saddam.

Here is Kerry in the first Democratic debate:

KERRY: “George, I said at the time I would have preferred if we had given diplomacy a greater opportunity, but I think it was the right decision to disarm Saddam Hussein, and when the President made the decision, I supported him, and I support the fact that we did disarm him.” (ABC News, Democrat Presidential Candidate Debate, Columbia, SC, 5/4/03)

Note that here he explicitly says "when the President made the decision, I supported him".
