The substance will be substantiated when Clarke appears at the panel hearings.

I want to encourage you to please hold your breath for this. I suspect Clarke will simply repeat what is in his book, offering not a shred of proof that he speaks the truth. When you make the sort of allegations he has made, in conjunction with selling a new book, you need a heck of a lot more evidence than your own jaundiced words.

OTOH, Condi Rice is afraid of appearing before the panel.

Mindless speculation. You haven’t a clue what Rice is feeling. I suspect she has little respect for the investigation, as it aims to sully Bush during an election year. The game is to hit Clinton who is truly responsible for 911 and hit Bush who, since he was in office only a mere 7 months prior to 911 is not culpable at all. Hitting Clinton makes the investigation appear impartial, and since Clinton is not running for anything, the leftists running the investigation lose nothing. Bush stands to lose here. He would do very well to almost completely ignore the thing, sending Powell to wage one of his typically elegant and unassailable defenses. If the GOP plays this correctly, it will win points and drag the Democrats through their own excrement.
