The senators are certainly entitled to their opinion. Senator F-Bombs congressional record is quite revealing. Specifically if you look at his campaign platform on getting elected to office "I will vote against military appropriations" and then compare that to his voting record, where he was in the smallest of minority's voting against strategic defense programs and for intelligence cuts, then the picture is quite clear.

eg:

Against the b-2 bomber, 3/4 of the senate voted against him.

1994 $6B in intelligence cuts, 3/4 of the senate voted against him. Admonished by Democratic Senators Inoue and DeConcini in the process.

Next year tried again, this time the senate had had enough of Kerry's extreemism and he could not get a single co-sponsor.
