The threat was becoming more imminent over time. By the time Clinton had drawn up the military plan, it was too late to act on it, so he passed it on to Bush. Bush put the plan on the shelf, and downgraded Al Qaeda from highest priority to the back burner.

After 8 years of Al Qaeda attacks on the U.S., why didn't Bush attack Al Qaeda when he came into office?
