In one of Kerry’s “nuanced” positions, Kerry has said, that he would have delayed the US invasion of Iraq and gone back to France and Germany month after month to ask if they were finally ready to approve of it. Kerry's theory is that eventually this would have embarrassed them into going along.

The policy ignores that France had said they saw no circumstance where they would approve, and Germany said much the same thing.

Regardless, whether one agrees with going to war or not, it is quite clear that Kerry, would have waited for France and Germany to approve of the US actions. Such a position is on its face, submitting US Policy to the approval of the UN.

Fits in rather well with his " I'm an internationalist statements.
