Well, that seems to prove my point. Crossing national borders to go after terrorists was unthinkable at the time, and for many, remains unthinkable to date.

Therefore, bin Laden took shelter inside nations which he knew - or hoped - would not cooperate with the United States. As did other terrorists, some in Afghanistan, some in Iraq, and so on.

After all the debate we've had about pre-emptive strikes, I find it curious that both Clinton and Bush should be criticized for NOT engaging in pre-emptive strikes before 9/11.

Or maybe I am missing the point?
