As SES (Senior Executive Service) Clarke was a political appointee and could be let go without too much trouble. The ones that are real problems are the ones that are Civil Service. They have extensive administrative appeal rights and then the right to go to federal court.

I kept one of those going for 2 1/2 years and could have kept it going two or three more years except that the guy deteriorated so badly during the process that his own psychiatrist said he was no longer fit for duty. During that time he achieved full retirement status, he just wanted to stay so they wouldn't "win." But then, they wanted to throw him out two years shy of retirement, so I think he won.

I have heard of many guys in similar boats. They come to work every day and read the newspaper, nobody gives them anything to do, nobody talks to them. But they still get their paycheck and they get the benefits and they put the time in towards retirement.
