I cant see any restraint in applying of logic of "liquidation". In fact, now every government in this world is allowed to assassinate when they identify terrorism.

When Reagan said "I'm a Contra", then was it ok to liquidate him? The Contras where heavily involved in the killing of civilians.

What's the formal framework? Where are the boundaries?
