I dont think its that. I think its the fact that Bush team had in mind a COMPREHENSIVE PLAN to put in place rather then pin prick replies and just needed time to get the pieces in place (like Pakistan cooperation etc etc) Whereas the previous admin. and Clarke were merely responding to whatever happened. In the long run BUSH is correct, in the short run, we got hit, but I HONESTLY dont see what Bush could have done in such a short time without full public support (which came AFTER 9/11) AND the sorry state of affairs he inherited in our intelligence communities. All of which he has been busy correcting now. jdn
