We have been very effective in capturing or killing members of Al Qaida, which has a great deal to do with why we have not been attacked in the US homeland since 9/11. The fact that Osama eludes us has more to do with the politics of the region (Musharraff cannot afford to give us free rein inside of Pakistan), than with the resources dedicated to the project.

Beyond that, we have drawn many operatives into Iraq to attack our troops, in a situation where we have a much freer hand to search and destroy. In other words, Iraq has become an important battleground for fighting terrorists, and has thus simplified matters.
