Clarke still maintains that Iraqis (didn't specify whether or not they were Iraqi Government Agents), were involved in the production of VX in the Sudan - with bin Laden's al Qaeda involved (page 146-7, Against All Enemies, Richard Clarke).

As I recall, Iraq giving WMDs to terrorist organizations was a major reason given for the invasion. Seems like that idea had its origins during the Clinton Administration.
