As far as the general type of attack is concerned: in 1993 Air Force Col. Menarchik organized a study for the Pentagon on how airplanes could be used to attack landmark buildings. #reply-17575124 As far as the specific actors are concerned: in 1999 Germany provided data on one of the hijackers to the CIA and asked to track him. #reply-19840753 Still I wouldn't blame the administration. There's an element of luck in terror prevention which the best homeland defense can't guarantee.
