Crime already is defined as not bribing George Bush.

Just look at who the D.A. in New York has just taken down. Martha Stewart, 100% of all donations to Democrats. Sam Waksal, ~100% of contributions to Democrats.

Free men: Ken Lay, 80% of contributions to Republicans, lifetime leader in bribes paid to the Bush family.

Possibly soon to be free: Dennis Kozlowski, nearly 100% of contributions (aka, bribes) paid to Republicans, currently enjoying a brilliantly executed "hung jury".
