I just lost a lengthy response to you, and therefore am very frustrated by SIs shenanigans. Suffice it to say that the main thrust of the EU initiative is to provide a reliable framework for comprehensive cooperation on both security and response issues related to terrorism, but a lot will depend on the implementation. Inter- agency cooperation on the policing and intelligence level, including with the USA, has been pretty good, so far, and a lot of Al Qaida operations have been thwarted in Europe. But you are right, the EU is not in a position to make swift policy decisions, which are likely to remain ad hoc and involve as few parties as possible, for example, the affected nation and its principle benefactors in a given instance.

Spain has been arresting a lot of people. I know of no larger responses planned. Morocco per se is not implicated, and the kingdom is cooperative with police investigations, so I would not anticipate bombing.

I would like to know, in detail, what Kerry thinks he can do better..........

They still have their sub with the Polaris missiles armed off the East Coast in case they arrest an American Muslim.
