Dell still scores well on surveys but the trend has definitely been downward over the past few years, and service in general has suffered overall for the PC biz. There has been a bunch of friction with Dell's India support lines, sometimes you can understand the tech, sometimes not. Dell has responded by moving support for corporations back to the US, but not for individuals. I've had some experience with Dell's service, about half good, half quite bad. The bad was when their local contracted service had to touch the box to replace a drive (things were not reconnected properly, so I had to finish the job myself) and when I needed a part that I offered to install myself (waited two weeks for a quad monitor video card replacement on a workstation).
