When the head of the FBI and CIA have to go to the White House every day, things happen and by the way, we prevented the attack [an al-Qaida millennium bomb plot aimed at Los Angeles airport]. Pure luck with a nervous man who had almost cleared customs in a small port on the Olympic Peninsula otherwise the plot continued to its unknown fate or conclusion..... that was not "prevention" per se. Slade Gorton asked Clarke if there was "the remotest chance" that the attacks could have been prevented if the Bush administration had adopted his aggressive counterterrorism recommendations upon taking office in January 2001.
