What about having business pay their share of payroll taxes on foreign workers they've hired? It might help shore up SS and Medicare, maybe we could even reduce the payroll taxes at home?

And that analogy is exactly what Kerry is trying to do at the corporate level!

He is saying that if Hewlett Packard China is producing the guts of a computer and then executing a materials transfer to the US and a chargeback scenario, resulting in HP being able to book high profits for HP China and little or no profits for HP US, even though the computer is sold in the US, HP should be taxed for this *as if* all those profits were made here.

This kind of scam has been going on for years and the only reason these megacorps don't have ZERO earnings in the US (despite most revenue occurring here) is due to performance metrics that CEOs need to be aware of which divisions are actually executing. This actually is a net negative for the entrepreneurial climate and there is nothing to lose for the US to stop this practice.
