That was a problem with the CIA. Because the order was kill or capture. Everyone of the principles understood that, including Berger, Tenet and Clarke. They all testified to that fact this week. You have old and incomplete news. But that news does highlight where the problem is...and it's deep within the CIA and the FBI. Some very actionable intelligence never made it up the chain...and both agencies had they been coordinating, or if Bush's administration had been shaking the trees...something might have fallen out.
