That's an absurd conclusion. Pres Clinton was in office for 8yrs....Pres Bush for 8mos. Only a political partisan could come to the conclusion that Bush alone was responsible for 9/11. Clarke criticized both administrations....reasonable Americans would come to the conclusion that 8yrs vs 8mos timeframe demonstrates which Adm had more time to curtail binLaden's activities before Sept 11, 2001.
