We had a case locally where a guy owned a house and lived in the basement and rented the firt floor to another guy. The renter was shot in his butt in the driveway while fleeing a mugging attempt. Even though the shooter had fled down the street on foot the police searched the house to "secure the scene". In the basement they opened a drawer and found the owner's baggy of weed. He was fined plus 2 years probation. No warrant needed.

Houston sends in Animal Control. No warrant needed, and then the cops go in with a warrant if contraband is seen.
