There might be an innocent explanation. Parents with young children for whom either then mens or the ladies john might be awkward.

I used to swim in a pool where the dads would bring their young daughters into the mens locker room cause there was nowhere else to go.

Well, they got them all along Fla. turnpike probably others. Incidentally the UNISEX ones are the most convenient, right by the parking area. haha. jdn
