Clinton has said that such an offer did exist. He said that in 1996 when this occured, he had no reason to arrest Bin Laden, explaining that he knew Bin Laden had meant us harm but he could not connect him with anything. (I could agrue that, but thats not the point.) Clinton further said that he tried to get the Saudi's to take Bin Laden, but they declined.

And as HMan pointed out, even WJC himself seems to have gone over to the rightwing hate conspiracy by acknowledging the offer.
