I couldn't believe that as well. So what's the implication?

But you wanted to know the difference between how Clinton handled a similar threat and how Bush did. Bush was inactive, it seems.

And what would have turned out differently if the meetings had been held the way Clarke wanted them?

A subtle appeal to prejudice? He implies Bush, a Texan, is a gunslinger and Rice, a black woman, is a dummy.
