Despite constant criticism from the right on the wag the dog thing, Clinton was ready to kill bin Laden and kept cruise missile capability right to the last day of his administration. what he lacked was actionable intelligence.

Near the end of his administration the Cole was bombed. Intelligence reached the Bush Administration that the Bombing was coordinated by Al Qaeda in early March 2001. Yet Bush was doing nothing to avenge that attack. Shortly after that the pilots for 9-11 entered the country. The lack of attention to retaliation for the Cole by Bush, likely encouraged the attackers of 9-11.

I think that Clarke's characterization that this administration ignored warnings and made terror a second tier issue is correct.

Now Bushies will say that after 9-11...patooey...we don't care about after 9-11. What we need to know is what did the administration do before 9-11...and that was basically nothing. Any president would have reacted to 9-11 as Bush did...but that is the hallmark of this administration, to react. Name one time when the president has been proactive? Whether we're talking about the war on terror or the road map to peace or the problems in Haiti. Bush only reacts to putting out fires that are already burning.
