Rice is correct. Bush was right to ask whether Iraq had something to do with the WTC attack.

And Clarke was wrong to express certainty that Iraq was innocent at such an early point before any investigation had taken place.

This is especially true since Iraq had provided sanctuary to a principal in the first WTC attack in 1993. And since Clarke had said as recently as January 1999 that Iraqi intelligence and Al Qaeda had worked together ("..Clarke "said that intelligence exists linking bin Laden to El Shifa's current and past operators, the Iraqi nerve gas experts and the National Islamic Front in Sudan." nationalreview.com.
