One could probably argue that Jesus and his followers were politicians. Although Moses was certainly an awful politician, his followers could be labelled politicians.

In nations that have religious "leaders," I think it's more to do with power over the masses and the level of education allowed or encouraged, as well as the level of freedom.

For example, keeping refugees in camps and using them as pawns, weapons, and to focus on an external "relgious" enemy, provides wealth and power to leaders. Assimilation of refugees into a vast nation would eliminate that source of power and would likely lead to questions internally to which "leaders" may be uncomfortable providing answers.
