That's because Sec. Powell didn't read Clarke's book. Clarke supports the idea, that Iraqs were helping the Sudan (and bin Laden) develop chemical weapons (in the Sudan). Further, Clarke seems to believe that al Qaeda was involved in the Oklahoma City bombing.

re:"Secretary of State Colin Powell reversed a year of administration policy, acknowledging Thursday that he had seen no ?smoking gun [or] concrete evidence? of ties between former Iraqi President Saddam Hussein and al-Qaida."

You have completely misrepresented what Powell said. That is how I explain it.

Here is what Powell said, en toto, from the article you posted:

“I have not seen smoking gun, concrete evidence about the connection, but I do believe the connections existed ,”

Also from the article:

he was referring specifically to the presence of Abu Musab al-Zarqawi in Baghdad for medical treatments.

The United States has accused al-Zarqawi of being a close associate of bin Laden’s,

“I'm confident of what I presented last year,” Powell said. “The intelligence community is confident of the material they gave me. … and they stand behind it.

The al-Zarqawi link goes back a long way, and in fact there's material that was discussed about this connection right after 9/11. There are many more connections, which I am sure you are not interested in. But I digress.

Now, just last week, would you believe it, guess who, and you’re never gonna guess this one, but aside from al Qaeda, who do you think they tied to the train bombings in Spain?

Try not to hurt yourself.
