This isn't news, nor is it significant, as far as the reasoning goes for putting together a US missile defense. The purpose of the modern version of "Star Wars" isn't to protect us from China or Russia. There were hopes for that, but they were mostly entertained by people who were not being reasonable in their analysis of the situation, but instead were being hopeful. Instead, the purpose of missile defense is to protect us from the small nations that are just barely able to get something into space, and don't have the money and brains to put together a more sophisticated system. I've commented on this before. For example:
