Yes, to the first question - this is why the President (Clinton) bombed the only drug manufacturing plant in the Sudan (according to Clarke).

Clarke says that Terry Nichols was visiting the Philippines the same time (and the same town) that Ramzi Yousef was - in the Philippines. Further Clarke states that Nichols couldn't make bombs that worked before going to the Philippines, but successful after.

I don't know, to the second question.
