I think it can be explained by the "Next Pearl Harbor" plan by PNAC. It's not so much that the neocons planned 9/11 explicitly, but they had a plan to exploint any potential crisis. Part of the plan was to stand back and let it happen so that they could roll out their hegenomy strategy. I rather think they got more of a Pearl Harbor than they bargained for, most likely they were planning on a simple hijacking or for Iraq to shoot down a plane in the Know fly zone. TP
