If, in making an arrest, there is stiff resistance to the arrest, lethal force may be used. It is entirely possible that this would be the outcome, but not a forgone conclusion by any means. I don't think the old guy in the wheelchair would personally put up much of a fight -- parapelegics typically don't run fast or shoot straight.
