The White House's thrashing about claiming National Security Advisors haven't testified before congressional committees is hogwash. In the first place, the 9-11 commission members were appointed by the President, which makes the separation of powers argument weak at best. In the second place both Zbigniew Brzezinski and Sandy Berger made sworn testimony before congressional panels, while they were in office.
The White House statement today that its OK if Condi testifies, but they can't ask for any more public testimony from White House officials, raises the interesting question, what if Rice's testimony directly contradicts Richard Clarke's? They'd need to get testimony from more folks. I believe the operative word here is stonewalling.
