I think that Clinton did an adequate job of maintaining the defense. Since the end of the cold war the military budget has been decreased when BushI was in the White House and Cheney was on the staff.

The military budget is a function of not only what the President wants, it's also a function of how the Congress sees it too. When Clinton was president the Congress was republican.

I'm for a strong military and strong intelligence. I trust that the president and the Congress have that same interest. From time to time adjustments in the military budget are needed. Sometime it needs to be cut, sometimes it needs to be increased.

As for the CIA, and for that mater the FBI, I think that these organizations would be well served to have a top down review of operations. The fact that the FBI were not even using databases to assess threats really amazes me in this day and age. I'd like to see technology being advanced more rapidly in the intelligence sector. More inter agency cooperation and have both agency's directors directly responsible to one person in the administration possibly a cabinet position.
