Because you would need to earn a million per year in dividends to have the lower rate.

This is a two-tiered society. The middle isn't the place to be.

PS Recall Bush prefers slow mature companies where only the top officers are compensated with tax-preferred dividends, rather than fast growing companies where all employees receive capital gains. The later is too much equality for Bush's two-tiered approach.
