Kirma is not within the no-fly zone. Kirma, aka Khurma or Khurmal is just north east of Halabja, at the bottom right portion of this map. The no-fly-zone is at the 36th parallel, well above Kirma, at the top of this map.

And it was near Kurdish areas, but not controlled by the Kurds, as you stated and is shown in this map:

It is remote, but hardly a no-mans-land, Iraqi military was operating all over Kurdish areas including above the no-fly zone. Iraq's military could have easily taken care of Kirma, had they wanted to.

And BTW, If the US had taken action against Iraq, at a time when the US is negotiating with the UN et al, it most certainly would have had consequences to trying to form a coalition. This was before BEFORE CONGRESSIONAL AUTHORIZATION, while we are trying get everybody to act together, and then to act unilaterally? well I can just hear the howls.
