Wonder how the accountants for the government work this. Does the Government provide the initial funds for the project...(i.e. airports, ports, utilities....)? Or do those entities come up with the original funds themselves (as does private business)?

I don't know how they get started. I would guess there is tax payer support and I would guess the funds are repaid with interest. Ongoing operations include bonds and everything is paid back. The controlling government agency usually finds a way to extract funds from the revenue producing agency. There is a net gain to the controlling tax supported agency.

Do the local government agencies you spoke of that operate without tax revenue pay taxes?

They pay sales tax...I don't think they pay property taxes. I don't think they pay income tax. I believe all funds must be expended on operations and capital improvements so there are no profits. They also purchase services from government agencies...for example fire protection services. The corporation pays for the fire and police with taxes and the self supporting government agency pays fees for service.

I certainly don't have a full understanding of the finances of self supporting government agencies...only that they exist and most likely financial arrangements vary greatly.
