I think that Bush the senior was as much to blame as anyone for 9/11 because he inflamed the Middle East because of the first Gulf war.

On perhaps a conspiratorial note, Tim Russert reported Bush Sr. was in the WH on the morning of the 9/11 attack. Kinda makes you wonder.
